iJET Names Andrew Chester VP of Global Information Services
Former NATO Director and Naval Intelligence Officer to Expand iJET’s Open Source Intelligence Business

Annapolis, Maryland - September 05, 2006

iJET Intelligent Risk Systems, a leading provider of global intelligence, operating risk management technology and integrated emergency response services, today announced that Andrew Chester has joined the company as Vice President of iJET’s Global Intelligence Services (GIS) business unit. In this capacity, he will work to expand the company’s open source intelligence (OSINT) products and services.

Prior to iJET, Chester worked for two decades in Canadian naval intelligence pioneering the application of open sources of information to a broad range of intelligence problems. While serving with the United Nations Transitional Authority in Cambodia, he created and managed an overt intelligence unit to support U.N. operations throughout Cambodia’s river network and coastal areas. Chester was also the principal architect of the Canadian Maritime Network, a command and control system that coordinated all Canadian federal maritime surveillance efforts.

In 1998, Chester developed and directed the Open Source Intelligence (OSINT) Initiative for NATO’s Strategic Allied Command Atlantic. In this role, he spearheaded a groundbreaking innovation to integrate commercial information sources with classified intelligence. Chester authored several prominent monographs on analytic techniques and international trade including a piece entitled "Intelligence Exploitation of the Internet", and co-authored "The NATO Open Source Intelligence Handbook".

Chester is a graduate of the Royal Military College of Canada and the U.S. Naval War College. He earned a Master’s degree from the Norman Patterson School of International Affairs at Carleton University and holds a J.D. from the College of William & Mary School of Law.
