Advisory Board
Eljay Bowron
Eljay served as the 18th Director of the United States Secret Service, a position to which he was appointed in December of 1993. During his tenure, he was directed by the Secretary of the Treasury to lead a crisis management team that initiated security improvements at the White House complex, including the closing of Pennsylvania Avenue to vehicular traffic to protect it from terrorist attacks. Following his retirement from the U.S. Secret Service in 1997, Eljay served in senior executive positions at the Social Security Administration, the Government Accounting Office (GAO), and the Department of the Interior, where he was appointed Inspector General. Following his government service, Eljay served in the private sector as EVP and COO of Vance International, an international security and consulting firm.


Henry (Hank) DeGeneste
Hank is iJET's Vice President of Risk Management, and brings over thirty years of experience in risk management, law enforcement, criminal investigation and emergency response across federal, state and local levels. For the past fifteen years, Hank has focused his work exclusively on corporate and global security management where he served as the Vice President of Global Security at Prudential Financial, as well as a member of the firm's Crisis Management Committee. At Prudential, DeGeneste devised and managed all non-IT security strategies for the firm and its subsidiaries. Prior to his tenure at Prudential, DeGeneste served as Director of Public Safety and Superintendent of Police for the Port Authority of New York and New Jersey, where he began his career as a police officer in 1967.


Thomas Locke
Thomas Locke has decades of industry experience forged from a long and distinguished career with the FBI. Early in his career with the bureau, Locke served as supervisor of the Criminal Terrorist/Fugitive Squad. After being transferred to FBI headquarters in 1980 and serving in both the Terrorism Section and the Bomb Data Center, Locke was promoted to Assistant Inspector with the Inspection Staff, while serving concurrently with the Drug Enforcement Agency (DEA). Locke then progressed to his appointment as Inspector-Deputy Assistant Director of the Inspection Division of the FBI. Locke's various achievements while with the FBI include his supervision of the bureau's role in the Democratic National Convention of 1980, his management of the FBI's first extraterritorial bombing investigation, and his participation in "Operation Blast Furnace," a joint effort between the U.S. Army, the DEA and the Bolivian government to eradicate cocaine laboratories in the Amazon Jungle. Locke also led the FBI investigation of the September 11 terrorist attacks. Still an active voice in the security industry, Thomas Locke served his last year with the bureau as Acting Assistant Director of the FBI's Inspection Division before retiring in 2002.


Richard (Dick) Mainey
Dick has over 35 years in the security industry, holding Global Security Director positions at Marsh & McLennan Companies (MMC), Morgan Stanley and IBM. At each of these Fortune 500 companies, he managed and developed the security program in over 100 countries. An engineer by training, Dick has ardently applied technology and process to the security discipline as well as to protecting people, information and physical assets. Dick has a BS degree in Industrial Engineering from Fairleigh Dickinson University and graduate work at Pace University. He is a member of ASIS International and the International Security Management Association (ISMA). Dick has been very active with the State Department’s Overseas Security Advisory Council (OSAC) both as a co-chairman and alumni member. He has also served as Chairman of the Board of Trustees of Mount St. Mary College in Newburgh New York and is the current President of the Board of Trustees for the Fishkill New York United Methodist Church.


Robert L. Oatman, CPP
Robert is one of this country's preeminent providers of executive protection. His skills were developed through both operational and command-level training with the United States Secret Service. He has supported dozens of high-level operations, including visits from Presidents Nixon, Ford, Carter, Reagan and Bush. As commander of the Baltimore County Police Department's Intelligence Division, he was directly responsible for the protection of visiting heads of state and other dignitaries. He also founded Maryland's first hostage negotiation team, a model for future operations across the country, and personally arbitrated over 100 hostage incidents. He retired from the department as a major and chief of detectives. In 1989, Bob founded R. L. Oatman & Associates, Inc., which specializes in executive protection operations and training for the private sector. An expert on protective operations, Mr. Oatman is the author of The Art of Executive Protection (Noble House, 1997), and is co-author of You're the Target, (New World Publishing, 1989). Bob holds a B.A. in Criminal Justice from the University of Baltimore, is a graduate of the FBI National Academy and the Federal Executive Institute, and is a member of the American Society for Industrial Security, FBI National Academy Associates, American Society of law Enforcement Trainers and the Maryland Chief's of Police Association.


Peter V. Savage
With over twenty years experience as an international security consultant, Peter specializes in designing crisis management plans for corporations and executives who travel abroad extensively. He is the author of The Safe Travel Book (Lexington, 1996), which is a standard reference for corporate security officers and travel managers. He is a former senior consultant to The Parvus Company, an international security management group, and a former consultant to MEDEX International Assistance, an emergency medical response company for corporate travelers. As Vice President of Passport Health, Inc. and Director of Security for the Baltimore Passport Health operation, Peter lectures, consults and writes a regular column for the Passport Health National Newsletter. Recent security assignments have been in Brazil and Colombia. He regularly briefs international divisions of multinational corporations and has appeared as a speaker in the annual conferences of the International Conference on Travel Medicine (ICTM Congress), the International Business Travelers' Association (NBTA), the American Society for Industrial Security (ASIS) and at conferences of the Travel Medical Emergency Insurers and of corporate risk managers. He is a corporate representative at the Overseas Security Advisory Council (OSAC) in Washington. His articles appear regularly in Bottom Line: Personal, and he has written for Travel Executive, The Business Traveler, Travel One and various other travel and security publications. Oprah Winfrey and Geraldo have both had him on their shows, and he regularly appears on CNN when terrorist acts or international political incidents affect travel security. Peter holds a degree from Harvard, a law degree from the University of Pennsylvania, was a Fulbright Scholar in Brazil and served as an intelligence officer in Brazil and Argentina for over ten years. He has also had projects in Cuba, El Salvador, Nicaragua, Venezuela, France and Peru.


Myron I. (Mike) Weinstein
Mike began his career with the United States Secret Service following the Korean War, where he served as a First Lieutenant with the U. S. Army Military Police. His 27 years with the Secret Service included positions as the Assistant Director for Inspection, Assistant Director for Protective Intelligence and finally, until his retirement in 1982, as Deputy Director. Mike joined Texas Instruments, Inc. in Dallas, Texas in 1982 as Vice President Corporate Staff/Director of Corporate Security where he created the company's Global Security Policies and oversaw their implementation in 40 countries. He graduated from Michigan State University. He also is a graduate of the Federal Bureau of Investigations II National Executive Institute and the Federal Executive Institute. He has served as a member of the Overseas Security Advisory Council (OSAC), Chairman of the Terrorism Committee of the American Society of Industrial Security (ASIS), and as a Charter Member and member of the Board of Directors of the International Security Management Association (ISMA).
